摘要
作为中国战略传播体系的中介节点,地方国际传播中心的发展水平深刻影响中国国际传播能力建设,其需要“硬件”和“软件”的双重支撑。借助大数据技术,抓取实践案例发现,地方国际传播中心深耕基础设施建设,构建起门户网站、IP形象资源库、社交媒体账号矩阵、App客户端一体化平台;运用全球化理论,通过放大文化内在交集、推动合作传播、强化传受互动、挖掘视听话语潜力等方式,凝聚话语共同体。然而,地方国际传播中心依旧存在粗放式发展的问题,应从制定区域国别特色发展战略、完善央地协同互补模式、加快数字基础设施建设、创新本土文脉符号的全球化表达、构建传播效果评估体系、夯实全球人才队伍建设等方面予以改进。
The development of local international communication centers,which serve as pivotal nodes within China's strategic com munication network,exerts a significant influence on enhancing China’s international communication capabilities.This necessitates comprehensive support in terms of both hardware and software.A review of the cases captured by the big data reveals that local international communication centers have attached substantial emphasis on infrastructure construction,building up an integrated platform of web portals,IP image resource libraries,social media account matrices,and APP clients.Furthermore,they have applied globalization theories to foster a discourse community by expanding the similarities among cultures,promoting collaborative communication,strengthening the interaction between communicators.and receivers,and tapping the potential of audio-visual discourse.Nevertheless,local international communication centers still suffer from an extensive development model,and therefore more efforts need to be devoted to formulating regional development strategies tailored to the unique characteristics of each country,improving the cooperative and complimentary model between the central and local governments,accelerating the construction of digital infrastructures,innovating the expression of local culture and heritage resonating with the global community,constructing a system for evaluating the effectiveness of communication,and consolidating the cultivation of a global human resources team.
