摘要
充分发挥市场型环境规制手段的作用,激发企业主体自主减排潜力,是高质量发展阶段健全国家环境治理体系需要解决的重要问题。本文以二氧化硫排污权交易试点改革的制度解析为基础,从价值链的新视角讨论市场型环境规制下制造企业转型升级的路径选择机制,在理论上提出微观主体向下游延展的服务优化效应与向上游攀升的创新激励效应。在经验研究方面,将中国企业污染数据库与制造业上市公司数据匹配获得微观样本,运用工具变量法解决内生性问题,检验了市场型环境规制对制造企业转型升级路径选择的影响。结果表明:排污权交易在发挥二氧化硫减排作用的基础上,推动了制造企业以延展价值链为导向的服务转型,表现为创造嵌入式服务和挤出混入式服务的优化效应,但没能倒逼企业技术创新能力的提升,意味着市场型环境规制下制造企业并没有选择创新升级;排污权交易通过提高客户集中度和固定资产投入,降低流动资产及营销支出,达到制造企业服务优化的效果;面对市场型的排污权交易制度,制造企业没有增加研发投资,而是优先实施末端污染治理实现减排目标。本文的研究结论为完善排污权交易制度、建立环境治理协同机制、助力制造企业转型升级提供了可靠的经验证据与政策启示。
Giving full play to the role of market-based environmental regulation tools and stimulating the autonomous emission reduction potential of enterprises is an important issue that needs to be resolved to improve the national environmental governance system for high-quality development.Based on the institutional analysis of the pilot reform of sulfur dioxide emissions trading,this study discusses the path selection mechanism of the transformation and upgrading of manufacturing enterprises under marketbased environmental regulation from the new perspective of the value chain,and it theoretically puts forward the service optimization effect of micro objects’downstream extension and the innovation incentive effect of their upstream climb.The micro-sample for the empirical research was obtained by matching the pollution database of Chinese enterprises with the data of listed companies in the manufacturing industry,and the instrumental variable method was applied to solve the endogeneity problem.The impact of market-based environmental regulation on the path selection of transformation and upgrading of manufacturing enterprises is examined.The results reveal that,playing the role of sulfur dioxide emission reduction,emissions trading promotes the service transformation of manufacturing enterprises oriented toward the extension of the value chain,which is manifested in the optimization effect of creating embedded services and squeezing out hybrid services,but it fails to enhance enterprises’technological innovation capability,implying that manufacturing enterprises do not choose innovation and upgrading under market-based environmental regulation.Further,emissions trading promotes the transformation and upgrading path of manufacturing enterprises by increasing the concentration of customers and fixed asset investment and reducing current assets and marketing expenditure to achieve the effect of manufacturing enterprise service optimization.In the face of the market-based emissions trading system,manufacturing enterpri
