摘要
以往文献研究认为,精准扶贫会挤占企业研发和营销资源。但实证结果说明,仅从实物资源的视角考察阻碍企业参与扶贫并不全面,管理层的注意力资源显著影响着企业重大战略决策。文章基于管理层注意力视角,以2016—2020年A股民营企业为样本,探究了阻碍民营企业参与扶贫的因素。当民营企业管理层短视时,尽管绩效高于预期,且削减了研发和营销支出,运营资源充足,但民营企业精准扶贫的参与程度仍较低。同时,根据注意力基础观的注意力结构分布和情境注意力原则,分别引入内部冗余资源和外部负面报道作为边界条件,分析了它们对管理层短视与精准扶贫参与度之间负向关系的削弱作用,在实物资源视角外识别了抑制企业参与扶贫的主观原因,分析了影响民营企业参与精准扶贫的异质性来源,为政府部门调动民营企业扶贫积极性提供政策参考。
Existing research argues that targeted poverty alleviation crowds out marketing,R&D,and other functional resources,resulting in firms low participation in targeted poverty alleviation.However,the inconsistent empirical results indicate that this perspective of physical resources is incomplete.Cognitive resources of the management significantly affect firms primary strategic decisions.The article explores the factors that hinder private enterprises from participating in poverty alleviation from the perspective of management attention,using A-share private enterprises from 2016 to 2020 as samples.When the management of private enterprises is short-sighted,despite higher than expected performance,reduced R&D and marketing expenses,and sufficient operational resources,the participation of private enterprises in targeted poverty alleviation is still relatively low.Meanwhile,according to the principles of structural distribution of attention and situated attention,we introduce internal slack resources and external negative coverage as boundary conditions,and explain their roles in weakening the relationship between myopic management and targeted poverty alleviation.The findings identify the reasons that inhibit private firms from engaging in targeted poverty alleviation,highlight the heterogeneous sources,and provide policy advice for the government to mobilize private firms for shouldering national strategies.
