摘要
世界主要国家正面临公平优质教育发展陷入困境,青年技能与劳动力市场脱节,专业教师队伍建设亟待加强,信息革命带来潜在教育风险,教育国际交流合作频繁受阻等多重挑战。针对诸多难题,世界各国政府采取了一系列措施:扩大教育资源供给,促进教育机会公平;规范教育法律法规,健全教育保障体系;强化知识技能习得,提高人才培养质量;提升教师专业水平,激发教育内生动力;深化职业教育改革,支撑产业结构升级;加强教育评估问责,确保组织管理效率;对接国际双向需求,加快教育全球布局;深化教育简政放权,提升综合治理效能。我国教育改革须形成整体性全局性意识,以其他国家先行经验为镜鉴,站在促进学生个体全面发展、引领经济社会创新转型、服务国家重大战略的高度进行系统规划。
In recent years,the educational development in countries around the world is facing multiple challenges,such as the lack of fairness and quality in education,the disconnection between youth skills and labor market,the urgent need to strengthen the construction of professional teachers,the potential educational risks brought about by the information revolution,and obstacles to international exchanges and cooperation in education.In the face of those challenges,countries around the world have formulated a series of education policies including expanding the supply of educational resources to promote equal access to education,standardizing education laws and regulations to improve the education guarantee system,strengthening knowledge and skill acquisition to enhance the quality of personnel training,improving the professional level of teachers to stimulate the internal impetus of education,deepening the reform of vocational education to support the upgrading of industrial structure,strengthening the accountability of education evaluation to ensure the efficiency of organizational management,meeting international two-way demand to accelerate the global arrangement of education,and further streamlining administration and devolving powers to better the efficiency of educational comprehensive governance.China's education reform should form a holistic awareness and take the experience of other countries as a mirror,and carry out systematic planning with the awareness of promoting the overall development of students,leading the innovation and transformation of economy and society,and serving the need of national strategic development.
