美国研究型大学引领区域协同创新的实践与范式转型 被引量:6

Practice and Paradigm Transformation of Regional Collaborative Innovation Led by Research Universities in the United States

摘要 研究型大学是区域协同创新的逻辑起点与核心动力。美国北卡罗来纳州充分发挥杜克大学、北卡罗来纳州州立大学以及北卡罗来纳大学教堂山分校的创新引领作用,从传统农业经济成功转型为高新技术产业密集的现代型知识经济。基于五螺旋模型,对北卡罗来纳州研究型大学引领区域协同创新的实践与范式进行探究,发现在高等教育系统的内部互动中,研究型大学通过促进创新创业人才培养、提升科研自主创新能力、强化创新模块组织管理、拓展创新合作关系网络等举措,为知识生产的结构转换与功能升级注入动力。在与外部系统的交流互动中,研究型大学与企业、政府部门等创新主体形成边界开放、高效稳定、健康和谐的协同创新网络。具体措施包括:第一,紧密贴合企业的人才需求与技术需求,积极建立资源共享、优势互补的校企合作平台;第二,积极研发环境友好型新技术,持续推动绿色校园建设与生态治理,助推低碳经济发展;第三,鼓励实践取向的科研和教学,引导社会民众参与公共事务决策,创建有利于学习、研究和创造的包容性文化氛围;第四,以区域战略创新的重大需求为导向,绘制学校发展蓝图,发挥资政议政的智库功能,为政府部门的创新决策提供智力支撑。在研究型大学的引领下,北卡罗来纳州实现了区域协同创新的范式转型,具体表现为创新形式由封闭转向开放、创新路径由线性转向循环、创新方式由个体转向跨界、创新导向由技术理性转向价值理性。我国研究型大学在促进区域协同创新的实践过程中存在内生动力不充足、交流联动不协调、对社会人文环境和自然生态关注度不够等问题,对此,应积极吸收国际成功经验,结合本土实际,探索适切、有效的协同创新模式,推动研究型大学成为引领区域和国家创新发展的关键角色。 Research universities are the logical starting point and core driving force of regional collaborative innovation.North Carolina in the United States has made full use of the positive roles of Duke University,North Carolina State University and the University of North Carolina at Chapel Hill in innovation cooperation,and successfully transformed from a traditional agricultural economy to a high-tech industry-intensive knowledge economy.Based on the theoretical model of quintuple helix,explorations on the operation mechanism of the three research universities leading regional collaborative innovation can be found as follows.In the internal interaction of the higher education system,the research universities inject impetus into the structural transformation and functional upgrading of knowledge production by innovating talents training,enhancing scientific research,upgrading organization management and establishing cooperative relationships.In the interaction with external systems,research universities cooperate with enterprises and government,jointly forming an open-border,efficient and healthy innovation network.The specific measures include:First,the universities are close in line with the talent needs and technical needs of enterprises,establishing a school-enterprise cooperation platform with resource sharing and complementary advantages.Second,the universities develop environmental-friendly new technologies,promote green campus construction and ecological governance,and emphasize on low-carbon economic development.Third,the universities encourage practice-oriented scientific research and teaching,guide the public to participate in public affairs decision-making,and create an inclusive cultural atmosphere conducive to learning,research and creation.Fourth,drawing a blueprint for the development of the school guided by the significant needs of regional strategic innovation,the universities give full play to the function of think tank,and provide intellectual support for the innovative decision-making of governme
