摘要
民族地区实现脱贫攻坚成果巩固与乡村振兴有效衔接,对于实现各民族共同富裕的中国式现代化具有重要理论与时代价值。两大战略有效衔接的内在逻辑在于协同推进产业、人才、文化、生态和组织“五位”一体建设,理顺衔接关系,发挥有为政府与有效市场作用,构建衔接长效机制,创新衔接特色“内核”。尽管推进有效衔接中在党组织核心引领、发展绿色生态产业、铸牢绿色发展理念、提高村民文明素养等方面取得了有益经验。但要看到,依然存在基层党组织核心领导能力有待持续增强、绿色生态产业的规模集聚效应不明显、生态绿色发展的创新意识较为淡薄、村民增收致富的内生动力和能力较为欠缺等问题。为此,应当从持续增强基层党组织的核心领导能力、加快推动绿色生态产业的高质量发展、积极践行绿色生态创新发展的理念、切实提升村民增收致富的内生动力和能力四个维度着手,稳步推进乡村振兴的高质量发展。
The consolidation of poverty alleviation achievements in ethnic minority areas and the effective connection with rural revitalization have important theoretical and epochal values for the realization of Chinese path to modernization of common prosperity for all ethnic groups.The internal logic of the effective convergence of the two strategies lies in the coordinated promotion of the"five in one"construction of industry,talent,culture,ecology and organization,straightening out the convergence relationship,giving play to the role of a promising government and an effective market,building a long-term mechanism for convergence,and innovating the"core"of convergence characteristics.Although beneficial experience has been gained in promoting effective integration in the core leadership of party organizations,developing green ecological industries,solidifying the concept of green development,and improving the cultural literacy of villagers.However,it should be noted that there are still issues such as the need to continuously enhance the core leadership ability of grassroots party organizations,the unclear scale agglomeration effect of green ecological industries,the weak innovation awareness of ecological green development,and the lack of endogenous motivation and ability for villagers to increase income and become rich.Therefore,we should steadily promote the high-quality development of rural revitalization from four dimensions:continuously enhancing the core leadership ability of grassroots party organizations,accelerating the high-quality development of green ecological industries,actively practicing the concept of green ecological innovative development,and effectively enhancing the endogenous driving force and ability of villagers to increase income and become rich.
