数字经济视角下产业扶贫与产业振兴有效衔接的机理与效应研究被引量：30

On the Effective Linkage Mechanism and Effect Between Industrial Poverty Alleviation and Industrial Revitalization from the Perspective of Digital Economy

摘要数字经济不断向农村产业渗透,加快农村产业与数字经济融合发展,可促使农村产业实现可持续性发展,进而巩固拓展产业扶贫与产业振兴的有效衔接。基于2011—2018年我国省级面板数据,构建产业扶贫与产业振兴的耦合协同模型,探究数字经济在产业扶贫与产业振兴衔接中的影响效应。研究表明:我国产业扶贫与产业振兴耦合协同度基本处于低度协同与中度协同之间,且多数省份产业振兴滞后于产业扶贫;数字经济能巩固拓展产业扶贫与产业振兴的有效衔接,且产业数字化的促进作用强于数字产业化;进一步研究发现,人力资本在数字经济促进产业扶贫与产业振兴的衔接过程中具有中介效应。因此,为促进产业扶贫与产业振兴的有效衔接,需要加快农村信息基础设施建设,推动数字乡村战略的实施,以数字经济为抓手,实现乡村产业可持续发展。 Digital economy continues to penetrate into rural industries,accelerates the integrated develop-ment of rural industries and digital economy,and promotes the sustainable development of rural industries,so as to consolidate and expand the effective linkage between industrial poverty alleviation and industrial re-vitalization.Based on the provincial panel data from 2011 to 2018,a coupling collaborative model of indus-trial poverty alleviation and industrial revitalization was constructed to explore the impact of digital economy on the connection between industrial poverty alleviation and industrial revitalization.The results show that the coupling degree of industrial poverty alleviation and industrial revitalization in China is between the low and the medium,and most provincial industrial revitalization lags behind industrial poverty alleviation;digit-al economy can consolidate and expand the effective link between industrial poverty alleviation and industrial revitalization,and the promotion effect of industrial digitalization is stronger than that of digital industrializa-tion.Further research shows that human capital plays a mediating role in the process of promoting cohesion of industrial poverty alleviation and industrial revitalization.Therefore,in order to promote the effective con-nection between industrial poverty alleviation and industrial revitalization,it is necessary to accelerate the construction of rural information infrastructure,promote the implementation of digital rural strategy,and real-ize the sustainable development of rural industry with digital economy as the starting point.
