摘要
贸易数字化是国际贸易发展的新趋势与未来方向,数字贸易已成为全球经济复苏和增长的重要推动力量,本文阐述了全球数字贸易发展的趋势与重要性,指出数字贸易给监管技术能力、监管程度与便利促进以及规则标准对接与制定等带来的挑战,提出在推进“智关强国”行动中,实施建设“智慧海关”,健全数字贸易治理体系;构建“智能边境”,提升贸易安全便利水平;加强“智享联通”,参与全球数字贸易治理等行动路径,为建设数字贸易强国提出有益探索。
Trade digitization represents the new trend and future direction of international trade development,and digital trade has become an important driving force of global economic recovery and growth.This paper points out the challenges brought by digital trade to the technical capability of regulation,the level of control and trade facilitation,and the alignment and formulation of rules and standards.It proposes several actions to advance the“smart customs”initiative,establish a robust governance system for digital trade,build“smart borders”to enhance trade security and facilitation,and strengthen“smart connectivity”to participate in global digital trade governance.These actions provide useful exploration for building a strong country in digital trade.
