摘要
针对特别重大突发事件应急管理效能影响因素问题,采用程序化扎根理论方法对27份特别重大突发事件事故调查报告编码分析发现:思想观念、知识结构、制度建设、过程管控、主体能力与平台建设是影响特别重大突发事件应急管理效能的关键因素。基于社会网络分析发现:思想理念和知识结构是影响重大突发事件应急管理效能的根本因素;思想理念、知识结构、风险评估与隐患治理、治理主体能力、应急管理法制对应急管理其他方面的工作具有较大影响力;该网络存在善后恢复过程管控—应急规划过程管控—应急管理思想理念这一传导路径。该研究有助于拓展应急管理效能影响因素的理性认知,厘清特别重大突发事件应急管理效能发展侧重点。
The programmatic grounded theory method is used to code 27 accident investigation reports.The research shows that the emergency management concept,knowledge structure,system,process,ability and platform are the six dimensions that affect the emergency management effectiveness of especially major emergencies,and specifically covers 15 factors.Based on the analysis of social network,it is found that the concept and knowledge structure are the fundamental factors that affect the effectiveness of major emergency management.The factors such as concept,knowledge structure,risk assessment and hidden danger management,the ability of the governing body,and the legal system of emergency management have great influence on other work.The network has a path of recovery process-emergency planning process-emergency management concept transmission.The conclusion is helpful to expand the rational cognition of the influencing factors of emergency management effectiveness,and could provide the focus for the development of emergency management effectiveness of special major emergencies.
