摘要
农业生态补偿机制是一种将生态环境外部的、非市场化的价值转化为对当地农业服务提供者的财政激励的创新性手段,已成为全球日益流行的生态系统管理方法。为充分交流和借鉴欧盟国家农业可持续发展与生态补偿的先进技术模式、管理经验和政策措施,在梳理已有文献的基础上,对欧盟共同农业政策(common agriculture policy,CAP)框架下德国农业生态补偿政策形成的背景、现状以及对策经验等进行研究。认为德国农业生态补偿的核心要素是政府提供维持农场长期生存的专项财政补贴、制定贯穿政策过程的精细保障机制、现行有效的法律法规、科学灵活的多元化融资机制。基于研究结果对健全我国农业生态补偿机制提出厘清权责关系、确定补偿标准、加快立法建设、探索多元筹资的建议。
The agricultural ecological compensation mechanism is an innovative approach that converts the non-market value of ecological environment into financial incentives for local agricultural service providers.It has become a popular method for ecosystem management worldwide.In order to fully exchange and learn from advanced Western agricultural sustainable development and ecological compensation technologies,management experiences,and policy measures,this paper conducts continuous tracking research by reviewing previous scholars' literature on the formation background,current issues,and countermeasures of Germany's agricultural ecological compensation policy under the EU CAP framework.It is believed that the core elements of Germany's agricultural ecological compensation include:the government providing special financial subsidies to maintain the long-term survival of farms,the establishment of a meticulous guarantee mechanism throughout the policy process,effective current laws and regulations,and a scientific and flexible diversified financing mechanism.In order to establish a sound agricultural ecological construction compensation mechanism in China,this paper provides corresponding countermeasures and suggestions from aspects such as clarifying rights and responsibilities,determining compensation standards,legislative construction,and exploring diversified fundraising.
