摘要
本文以粮食总产量占我国70%以上的13个粮食主产区为研究对象,在测度2002—2020年我国粮食主产区的农业碳排放量、碳汇量、净碳汇量的基础上,构建农业碳排放公平与效率评价模型,综合考察了粮食主产区农业碳排放的公平与效率情况,并基于改进的Kaya恒等式,利用LMDI模型测度了影响农业碳排放公平与效率的驱动因素及影响效应。在此基础上提出公平与效率协调视域下农业碳减排路径:制定公平有效的碳排放责任分摊机制,积极推进农业生态补偿机制的建立,采取因地制宜的农业碳减排政策,加大农业科技水平创新及推广力度。
Agriculture,as one of the main sources of greenhouse gas emissions,has a significant impact on climate warming.It is of great practical significance to study China's agricultural carbon emissions to break through the bottleneck of emission reduction in China at the present stage.This paper takes 13 major grain-producing provinces whose total grain output accounts for more than 70%of China's total grain production as the research object.Based on the measurement of agricultural carbon emissions,carbon sinks and net carbon sinks in 13 China's major grain-producing regions that produce over 70%of China’s total grain from 2002 to 2020,the paper constructs an evaluation model of agricultural carbon emission fairness and efficiency to comprehensively investigate the fairness and efficiency of agricultural carbon emissions in major grain-producing provinces.Based on the improved Kaya identity,the LMDI model is used to measure the driving factors and their effects on the fairness and efficiency of agricultural carbon emissions.On this basis,it puts forward the path of agricultural carbon emission reduction from the perspective of fairness and efficiency coordination:to formulate a fair and effective carbon emission responsibility sharing mechanism,actively promote the establishment of agricultural ecological compensation mechanism,adopt agricultural carbon emission reduction policies according to local conditions,and strengthen the innovation and promotion of agricultural science and technology.
