摘要
新时代高校决策咨询成果纳入科研成果体系认定的实践探索,为高校科研成果评价研究提出了新问题、新要求,开辟了新领域,提供了新素材。研讨建构以质量、贡献为导向的高校决策咨询成果评价体系特别是评价指标体系,对于引领高校决策咨询成果由认定探索走向评价实践,具有重要的实践价值和理论意义。基于人文社会科学学术全评价体系理论,采用理论分析法、经验总结法,构建涵盖形式评价、内容评价、效用评价三个维度,涉及资力、实力、效力及其“子力”的高校决策咨询成果评价指标体系框架。科学使用该评价指标体系应明确评价的目的与方法、主体与客体、标准与制度。
The practice of incorporating decision-making consulting outcomes into scientific research achievements in universities raises new issues and requirements for the evaluation of scientific research achievements.It is of both practical and theoretical significance to construct a quality and contribution oriented evaluation system,the indicator system in particular,for university decision-making consultation outcomes.Based on the theory of comprehensive evaluation for humanities and social sciences,such an indicator system should cover formal evaluation,content evaluation,and utility evaluation,involving capital,strength,effectiveness,and their"sub strengths"by means of theoretical analysis and experiential generalization.The proper application of this system presupposes the clarification of the purpose and method,the subject and object,and criteria and regulations of the evaluation.
