摘要
加强智库建设,是政府推进科学执政、依法行政、增强公信力的重要内容。推进高校智库建设,天津教育行政部门已形成以顶层设计为基础,搭建对接服务平台为途径,落实引导激励机制为手段的经验。同时,面临思想观念转变难度大、成果评价导向不明、对接需求不紧密、经费投入不足等难题,建议政府要加强顶层设计,营造重视智库的环境氛围;积极搭建"旋转门"机制;创新智库内部管理体制机制;加强区域间、国际间智库交流合作。
To strengthen the construction of think tank is an important task for the government to promote scientific administration, administration according to law, and enhancement of government＇s credibility. On promoting the construction of University think tank, education administrative departments in Tianjin have been experienced in taking a top-level design as the basis, through building docking service platform and implementing guidance and incentive mechanism. At the same time,faced with such difficulties as changing ideological concept, unknown results of the evaluation orientation, untargeted linking needs, and lack of funds, etc., it is recommended that the government strengthen the top-level design, create an environment that emphasize think tank, actively build the＂revolving door＂mechanism, innovate the internal management system of think tank,and strengthen exchange and cooperation between regional international think tank.
