摘要
在美国涉及台海安全问题的政策架构和话语叙事当中,“战略模糊”和“战略清晰”是经常被讨论的重要概念.从特朗普执政开始,美国战略界在“协防台湾”问题上展开新的一轮激烈辩论.主张“战略清晰”者认为,美国采取清晰化的“涉台防卫”政策才能够威慑中国;维持“战略模糊”者认为,台海危机并非迫在眉睫,模糊化策略仍有威慑效果.这场辩论反映出美国台海威慑能力相对下降,美国战略界重新校准对华增强威慑的方向.拜登政府综合运用“战略模糊”与“策略清晰”,加快构建“一体化威慑”体系,全面提升美国与中国台湾当局军事安全关系.美国台海威慑政策进入深度调整期,将持续对台海周边安全形势产生复杂影响.
In the U.S.policy framework and narrative discourse involving Taiwan Strait security issues,strategic ambiguity and strategic clarity are important concepts discussed frequently.Since Donald Trump's presidency,the U.S.strategic community has launched a new round of heated debate on the issue of"defending Taiwan".Advocates of strategic clarity consider that the U.S.can deter China only by embracing a clear"Taiwan defense"policy.Supporters of maintaining strategic ambiguity believe that the Taiwan contingency is not imminent and ambiguity strategy still has deterrent effect.This debate reflects the relative decline of the credibility of U.S.cross-Strait deterrence,and the U.S.strategic community wants to recalibrate the direction of enhancing deterrence against China.The Biden administration combines strategic ambiguity with tactial clarity to accelerate the construction of an"integrated deterrence"framework and comprehensively improve military-security relationship between the U.S.and the Taiwan authority.The U.S.cross-Strait deterrence policy has entered a period of in-depth adjustment,which continues to exert complicated impact on the security situation around the Taiwan Strait.
