摘要
小国的安全脆弱性使中东欧国家过分依赖外部势力,并试图通过强调自身价值来提高国际地位,这也影响着其对外政策选择的逻辑与偏好。冷战结束后,中东欧地缘政治结构发生重大变化。立陶宛等中东欧国家的政治经济制度发生根本性转变,并逐渐倒向以美国为首的西方国家。虽然其曾长期与中国保持稳定的双边关系,但近年来部分中东欧国家对华立场严重倒退,对台政策发生转变,不仅官员频繁窜访中国台湾,与中国台湾经贸往来增加,还妄图挑战一个中国原则,公然制造“一中一台”。这与中东欧国家长期存在的“反俄反共”情结不无关系,也受欧盟和美国的影响。以立陶宛、捷克和斯洛伐克为代表的部分中东欧国家频频在台湾问题上破坏中国主权,不仅在国际上产生恶劣影响,还可能影响中欧整体关系,助长美国“以台制华”战略,应当引起重视和防范。
The security fragility of small countries makes the countries of Central and Eastern Europe rely too much on external forces and try to enhance their international status by emphasizing their own values,which also affects the logic and preferences of their foreign policy choices.Since the end of the Cold War,great changes have taken place in the geopolitical structure of Central and Eastern Europe.The political and economic systems of Central and Eastern European countries,such as Lithuania,have undergone fundamental changes and gradually shifted to the western countries led by the United States.Although it has long maintained stable bilateral relations with China,in recent years some Central and Eastern European countries have taken a serious step backwards in their stance towards China,and their policies towards Taiwan have changed.Not only have officials frequently visited Taiwan,and their economic and trade exchanges with Taiwan have increased,they also seek to challenge the one-China principle and blatantly create"One Country on Each Side".This is not unrelated to the long-standing"anti-Russia and anti-communist"complex in Central and Eastern European countries,but also partly influenced by the European Union and the United States.Some Central and Eastern European countries,represented by Lithuania,the Czech Republic and Slovakia,have frequently undermined China's sovereignty over the Taiwan question,which not only has a negative impact on the international community but may also affect China-Europe relations as a whole and fuel the US strategy of"containing China with Taiwan".We should pay attention to it and take precautions against it.
