摘要
如何解决消费者信息过度收集与隐私信息保护等问题是数字经济时代的重大议题。本文从企业信息收集政策与隐私保护投资决策两个角度出发,构建差异化双寡头模型,探讨市场竞争机制对企业信息收集强度和隐私保护投资的影响。结果表明,在信息可观测的情况下,竞争会降低企业的信息收集强度,提高隐私保护投资水平。相较于寡头竞争,垄断下的企业会收集更多的消费者信息并降低对隐私保护的投资。进一步地,本文在实际信息不可观测的情形下引入政府监管,发现加强监管会强化竞争机制对消费者隐私保护的效果,揭示了市场竞争机制和政府监管之间的互补关系。因此,创造良好的竞争环境,鼓励企业将信息收集与隐私保护作为市场竞争手段,是解决数据治理问题的重要途径。
How to solve the problem of excessive collection of consumer information and privacy information protection is a major issue in the era of digital economy.This paper constructs a differentiated duopoly model from the perspectives of enterprise information collection and privacy protection investment,and explores the influence of market competition mechanism on information collection intensity and privacy protection investment of enterprises.Our results show that,when the real information is observable,competition will reduce the intensity of in⁃formation collection and improve the investment level of privacy protection.Compared with oligopoly,monopoly firm collects more consumer in⁃formation and invest less privacy protection.This paper further introduces government regulation when the real information is unobservable.We find that strong regulation will narrow the gap between the declared value and the actual value,and strengthen the effect of competition on consumer privacy protection.This reveals the complementary relationship between market competition mechanism and government regula⁃tion.Therefore,creating a good competitive environment and encouraging enterprises to take information collection and personal information protection as a means of market competition is an important way to solve the data governance problem.
