摘要
将高等教育作为教育强国建设的龙头,既反映了人类历史共识性的经验积累,也体现了当今世界普遍性的竞争诉求,更是中国式现代化新征程的重要战略选择。打造高等教育龙头,需要提升“双一流”建设成效,提升研究生教育创新发展水平;提高普及化质量,推进区域协调发展;做优基础职能,拓展新兴职能;加快推进教育向数字化转型,系统谋划数字化时代的教育转型;完善高等教育国际化布局,优化对外开放策略;在区域、城市、学校三个层面上推进高等教育体制机制创新。
Taking higher education as the leading role of building an education power not only reflects the empirical accumulation of human historical consensus and demonstrates the universal competition demands of the world today,but also is regarded as an important strategic choice for the new journey of Chinese path to modernization.To advocate the leading role of higher education,it is necessary to improve the effectiveness of the"Double World-Class Project"and enhance the innovative development level of graduate education;to improve the quality of popularization and promote regional coordinated development;to optimize basic functions and expand emerging functions;to accelerate the transformation of education towards digitalization and systematically plan for the education transformation in the digital era;to improve the layout of internationalization of higher education and optimize the strategy of opening up to the outside world;and last but not least,to advance the institutional innovation in higher education at the regional,municipal,and university levels.
