城市黑臭水体治理的探索与实践 被引量:3

摘要 城市黑臭水体治理是水污染防治攻坚战的重要内容,具有系统性、复杂性和动态性等特征,应根据污染程度、黑臭成因以及治理目标,因地制宜,综合施策。基于政策与技术角度,梳理城市水污染防治设施建设基本情况及黑臭水体治理面临的挑战,凝练新时期水污染治理理念,以系统方法解析城市水污染防治技术实施要点,以广东省中山市水体治理为例,从城市黑臭水体成因、污染情况、治理方法、取得成果等方面进行论述,重点分析该市黑臭水体治理的方法、经验及取得成效等。结合我国城市水务重点领域工作,对未来黑臭水体研究进行展望,为统筹推进城市水环境综合治理成效和水生态维护提供参考和借鉴。 The treatment and remediation of black and odorous water bodies is of significant importance in the difficult battle towards water pollution prevention and control,which poses a systemic,complicated and dynamic risk and should be comprehensively tackled based on its pollution degree,formation cause and governance objective under suitable conditions.Based on policy and technological progress,this contribution sorts out the fundamental state of national urban drainage and wastewater treatment infrastructure as well as challenges faced in the treatment of black and odorous water bodies.Furthermore,the concept of water pollution control in the new period is summarized with a systematic method analysis of implementation essentials.In particular,we systematically investigated and analyzed the origin,pollution level,approaches,experience and achievement in the treatment and remediation of black and odorous water bodies in Zhongshan,Guangdong Province.Combined with major tasks in key areas of water environment improvement,this work carries on the outlook of the future research in water pollution control and provides a reference for the improvement in water environment comprehensive management and water ecological protection.
