摘要
“体教融合”背景下,分析我国校园足球政策基层执行阻滞生成逻辑,探索政策基层执行阻滞治理策略,对进一步完善校园足球政策执行体系,促进校园足球高质量发展具有重要意义。采用实地调查、深度访谈、问卷调查等研究方法,借鉴制度环境三维度理论分析框架,揭示我国校园足球政策基层执行阻滞的生成逻辑。研究发现:我国校园足球政策基层执行在规制、规范、认知三维度的复杂制度环境中衍生出目标异化、协同乏力、刚性弱化等诸多阻滞样态,并在不同制度维度影响下呈现出不同的生成逻辑。一线执行人员晋升存在“天花板”局限,希望以最小投入换取考核达标,而上级官员则以“晋升锦标赛”为激励方式推动基层落实政策内容,这种内在的逻辑悖论成为政策执行阻滞的主要成因。因此,推动校园足球政策基层有效执行,必须创新监督制度的操作性与实效性,完善基层问责与容错的权利运行机制,在重塑顶层设计与基层实践协作秩序的基础上,推进政府部门与多元主体的合作共治,同时,提升基层主体认知水平与政策认同,优化政府部门执行能力与合作形式,将相关部门间涣散组织状态下的“象征性协助”关系转变为荣辱与共的“政绩共同体”关系。
Under the background of“integration of sports and education”,analyzing the logic of grassroots implementation obstacles in campus football policies in China,exploring governance strategies for grassroots implementation of policies,is of great significance for further improving the campus football policy system and promoting the high-quality development of campus football.With methods of field survey,in-depth interview,questionnaire survey,and drawing on the three-dimensional theoretical analysis framework of institutional environment,revealed the generation logic of grassroots implementation block of campus football policy in China.In the complex institutional environment of regulation,standardization and cognition,the grassroots implementation of campus football policy in China has derived many blocking patterns,such as target alienation,weak coordination and weakening rigidity,and presents different generation logic under the influence of different institutional dimensions.The promotion of front-line executives has the limitation of“ceiling”.They hope to exchange the minimum investment for meeting the assessment standards,while the superior officials use the“promotion tournament”as the incentive to promote the implementation of policy content at the grassroots level.This internal logic paradox has become the cause of policy implementation block.Therefore,to promote the effective implementation of campus football policy at the grassroots level,we must innovate the operability and effectiveness of the grassroots supervision system,improve the right operation mechanism of accountability and tolerance at the grassroots level,promote the cooperation and co-governance between government departments and pluralistic entities on the basis of reshaping the order of top-level design and grassroots practice cooperation,at the same time,improve the awareness level and policy identification of grassroots subjects,and optimize the implementation ability and cooperation forms of government departments,Transform the
