摘要
运用文献资料调研、逻辑分析等研究方法,结合史密斯政策执行过程模型,对我国校园足球政策执行过程进行分析。研究认为,我国校园足球政策执行是一个复杂的整体,政策体系自身具有限制性、执行机制协调不畅、监督评价形式单一、教学与训练水平有待提高、人才培养出路狭窄、竞赛体系不健全、目标群体的自利性、传统的应试教育观念、物质资源匮乏以及人力资源不足都是阻滞校园足球政策有效执行的重要因素。因此,校园足球要想突破发展瓶颈,必须明确政策目标并进行顶层设计,形成具有协同效应的校园足球政策体系,优化政策执行环境,构建"体教结合"的人才培养模式,扩大目标群体的交叉利益范围,从根本上提高校园足球政策执行效率。
By using the method of literature review and logical analysis, combining with Smith＇ Poli- cy-Implementation-Processing Framework, this paper makes an analysis on the campus football poli- cy implementation in China. The result shows that campus football implementation is a complex en- tirety. The policy system＇ s limitation, inharmonious implementation, single super vision and evalua- tion form, teaching and training neeeds to be improved, narrow talent training way, imperfect compe- tition system, selfish of target group, the traditional exam-oriented education concept, lack of materi- al resources and insufficient human resource are the factors that prevent the implementation of cam- pus football policy. In order to make the breakthrough the bottleneck of campus football develop- ment, we must understand the aim of policy and have the top-level design, form a harmonious campus football policy system, optimize the policy implementation environment, set up combination of sport and education development pattern, broaden the aim group benefit＇ s scope and radically improve the efficiency of campus football policy implementation efficiency.
