摘要
2021年,成都市被国家林业和草原局确定为全国林业改革发展综合试点市之一。从成都市集体林区林业改革发展现状入手,详细分析了林地经营现状、基础设施发展水平、林地保护及野生动物肇事与林农产生利益冲突等问题,并有针对性的提出适度开展林地规模经营、优化基础设施建管模式、推行生态葬试点和开展野生动物防控等政策建议。以期为持续有效推进全国林业改革发展综合试点工作提供借鉴和参考。
In 2021,Chengdu was identified as one of the comprehensive pilot cities for forestry reform and development by National Forestry and Grassland Administration.Starting from the current situation of forestry reform and development in Chengdu collective forest area,this paper analyzes in detail the current situation of forest land management,the level of infrastructure development,forest land protection,and conflicts of interest between wildlife accidents and forest farmers,and puts forward some policy suggestion,such as moderately carrying out forest land scale management,optimizing infrastructure construction and management model,implementing ecological burial pilot projects,and carrying out wildlife prevention and control in order to provide reference for the continuous and effective promotion of the comprehensive pilot work of national forestry reform and development.
