摘要
为进一步厘清公务船舶管理职权边界,明确海事监管职责,通过梳理公务船舶管理相关法律法规,力图查找公务船舶监管中存在的主要问题,并提出解决建议。
To clarify the boundary of the administrative authority and responsibility for government ships and define the responsibilities of the maritime administration,this paper,based on a review of relevant laws and regulations,attempts to identify the main problems existing in the maritime supervision over government ships and puts forward suggestions on the solution.
