摘要
通过阐述胜利油田海上生产及其服务船舶现状,以“系统治理、依法治理、综合治理、源头治理”为根本遵循提出建议,旨在通过实施“责任化、项目化、清单化、差异化、精准化”等创新性举措,提升海上油田生产服务船舶海事监管效能。
Based on the current situation of marine production and service vessels in Shengli Oil Field,the paper puts forward proposals on"systematic governance,law-based governance,comprehensive governance and source governance",aiming to improve the efficiency of maritime supervision over production and service vessels in offshore oil fields through implementing the innovative measures incorperating"responsibility,projectization,inventory,differentiation and precision".
