上海加快战略人才力量的主要思路,是以平台强力磁吸全球战略人才。充分发挥大科学装置等高能级平台对全球战略人才的“磁吸效应”,部署建设一批全球联合实验室、外资研发中心、开放式平台、中外研发联盟,并依托张江元宇宙城市空间、临港数字孪生城,打破高能级平台全球开放共享的物理空间限制。利用G60科创走廊重点产业集群建设契机,在遴选战略性重大产业项目和布局全球产业技术创新中心过程中引育全球战略人才。
Shanghai’s main idea of accelerating the power of strategic talents is to magnetize global strategic talents with a strong platform.We should give full play to the“magnetic attraction effect”of high-capacity platforms such as large scientific devices on global strategic talents,deploy and built a number of global joint laboratories,foreign-funded R&D centers,open platforms,and Chinese-foreign research and development alliances,and rely on the urban space of the Zhangjiang Meta-Universe and the Lin-gang Digital Twin City to break the physical space limitations of the global openness of high-capacity platforms and their sharing.We should take advantage of the construction of key industrial clusters in the G60 Science and Innovation Corridor,attract and nurture global strategic talents in the process of selecting strategic major industrial projects and laying out global industrial technology innovation centers.
