摘要
为解决应急性、关键性攻关问题,中共中央、国务院提出改革科技项目组织方式,实行“赛马制”,目前“赛马制”已经在“新冠疫情”攻关中取得了一些标志性成果。文章对“赛马制”内涵进行了分析,在梳理科技部、国务院联防联控机制科研攻关组、浙江省、深圳市和福建省实践经验的基础上,总结了“赛马制”成功实施的核心要点及存在问题;围绕国内如何进一步落地实施“赛马制”,提出了在“揭榜挂帅”项目中试点“赛马制”、引入多元主体建立市场化经费支持机制、采用竞争性评审等方式优化遴选机制、建立因时因需项目团队动态调整机制等建议。研究成果将为“十四五”时期“赛马制”在我国的顺利实施提供重要参考。
In order to solve the emergency and key problems,the Communist Party of China Central Committee and the State Council proposed to reform the science and technology project organization mode,implementing“Horse Racing System”,at present,“Horse Racing System”has made some landmark achievements in tackling“COVID-19”problems.This paper analyzes the connotation of the“Horse Racing System”,on the basis of sorting out the typical cases in Ministry of Science and Technology,Science and Technology Group of Joint Prevention and Control Mechanism of the State Council,Zhejiang,Shenzhen and Fujian,the key points for successful implementation of“Horse Racing System”and the problems in practice are summarized;suggestions about how to further implement this new mode are put forward,including piloting“Horse Racing System”in“Enlisting and Leading”projects,introducing multiple subjects to establish market-oriented funding support mechanism,optimizing the selection mechanism by means of competitive evaluation,and establishing a dynamic adjustment mechanism of the project team based on time and demand.The research results will provide an important reference for the smooth implementation of“Horse Racing System”in China during the 14th Five-Year Plan period.
