摘要
日本聚焦于应对所谓中国海洋军事威胁,通过构建西南海域一线军事部署体系、强化“美日同盟+”集团战略后盾、推动防卫政策转变与防卫力量建设跟进以及自卫队与海上保安厅一体化建设,推进更具实战化、集团化、系统化的亚太海洋军事部署。这一动向是基于大国博弈环境下,以美日同盟战略的回归、俄乌军事冲突引发的欧亚地缘政治联动、亚太区域局势紧张升级以及日本加速其“正常国家”战略为背景和动因,其行为必将严重威胁中国东部沿海军事安全,增加中日乃至中美“擦枪走火”的风险,并且增大中国维护海洋主权安全的难度。为此,中国必须保持战略定力,促使美日安保体制发挥正向作用,构筑与东亚 及东盟国家的安全信任机制,以反制日本亚太海洋军事部署。
Japan focuses on responding to the so-called Chinese maritime military threat,promoting a more practical,collectivized,and systematic marine military deployment in the Asia-Pacific region through building a frontline deployment system in the southwestern sea area,strengthening the strategic support of the"U.S.-Japan Alliance+"group,promoting the transformation of defense policy and the follow-up of defense force construction,as well as the construction of integrating the Self Defense Force and the Coast Guard.This trend is based on the background of the great power game,the return of the alliance strategy of the United States,the Eurasian geopolitical chain react caused by the military conflict between Russia and Ukraine,the escalation of tensions in the Asia-Pacific region,and the acceleration of Japan's"normal country"strategy.It will seriously threaten the military security of China's eastern coastal area,increase the risk of military conflict between China and Japan and even China and the United States,as well as increase the difficulty of China's efforts to safeguard the maritime sovereignty and security.So China should maintain strategic focus,make good use of the U.S.-Japan security system to play a positive role,and build a security trust mechanism with East Asian and ASEAN countries,in order to counter Japan's maritime military deployment in the Asia-Pacific region.
