摘要
高等职业教育是国家提升技能人才理论和实践水平,促进国家职业教育高质量发展的重要平台,是融合高等教育和职业教育的特殊教育类型。规范招生是高职院校确保生源质量、调整就业结构、保障教育公平的重要手段。通过文本分析法对近40年国家高职院校招生政策分析发现,高职院校规范招生一直存在,但当前仍然存在规范主体不够全面、部分行为缺乏监管、违规行为循环反复的问题。其根源主要在于法治建设不周,规范主体范围有限;行为规范缺位,主体行为脱离监管;社会利益驱动,利益群体铤而走险;惩戒力度不大,违规惩戒震慑不够。在此基础上,提出加快完善法治建设、及时健全规范内容、强化招生人员监管、加大违规惩戒力度的对策建议,以期促进高职院校规范招生,保证招生公平公正。
Higher vocational education is an important platform for the country to improve the theoretical and practical level of skilled talents,promote the high-quality development of national vocational education,and is a special type of education integrating higher education and vocational education.Compliant admission is an important means for vocational colleges to ensure the quality of student sources,adjust the employment structure,and guarantee educational fairness.An analysis of national vocational college enrollment policies spanning nearly four decades reveals the persistent presence of compliant admission.However,challenges persist,including incomplete coverage of standardization entities,inadequate oversight of certain behaviors,and recurrent violations.The root cause mainly lies in the inadequate legal construction,limited range of standardization subjects,absence of behavioral norms,detachment of subject behaviors from supervision,driven by social interests,and inadequate punitive measures.Based on this,countermeasures are proposed to accelerate the improvement of legal construction,timely improve the standardization content,strengthen the supervision of enrollment personnel,and increase the intensity of punitive measures for violations,in order to promote compliant admission in vocational colleges and ensure fair and just admission.
