摘要
乡村生态资源价值实现既是坚持并贯彻落实“两山”理念的直接需要,也是推进乡村产业兴旺的基本途径,而完善的交易体系是乡村生态资源价值实现的必要条件与基础。对此,需要从主体、平台与市场3方面着手推进乡村生态资源价值实现的交易体系建设。其中,交易主体建设包括培育并发展资源资产运营管理主体与产业经营主体2方面,他们分别是交易的供给方与需求方;交易平台建设包括县、乡、村三级交易服务机构的打造与运行,一起履行登记、交易、服务、监督四大功能;交易市场建设是包括资源收储集中、资源开发转让、资源增值溢价在内的“三级市场”建设。进而,由交易主体、交易平台与交易市场组成相对完整的交易体系,推进他们的建设有利于助推乡村生态资源价值实现。
The realization of the value of rural ecological resources is not only a direct need of adhering to and implement the“two mountains”concept,but also a basic way to promote the prosperity of rural industries,and a perfect trading system is a necessary condition and foundation for the realization of the rural ecological resources value.Therefore,we need to promote the construction of the trading system for realizing the rural ecological resources value from three aspects:subject,platform and market.Among them,the construction of transaction subjects includes the cultivation and development of resource asset operation and management subjects and industrial management subjects,which are the supply and demand sides of transaction respectively;the construction of transaction platforms includes the creation and operation of transaction service institutions at county,township and village levels,which perform the four functions of registration,trading,service and supervision together;the construction of trading markets includes the concentration of resource storage,the development,transfer and the value-added resources.The construction of trading market is the construction of“three-tier market”,including resource purchasing and storage,resource development and transfer,and premium of resource appreciation.In addition,a relatively complete trading system is composed of trading subjects,trading platforms and trading markets,and promoting their construction is conducive to promoting the realization of the value of rural ecological resources.
