摘要
近年来,国家围绕农村养老出台了系列政策引导农村幸福院建设和发展。但问题是,大量的幸福院闲置、关门,很多形同虚设,没有实现政府的初衷,这是政府和全社会、农村老年人的重大关切。研究表明,实践中存在典型问题有:“建”“用”分离;规划不科学,供需错位;内容和形式单一,缺乏创新;运营、管理费用不到位。究其原因在于:建设盲目跟风,定位不清;传统养老观念和设施设备条件影响;村集体经济薄弱,缺乏人力财力;责任风险大,社会力量激发不足。化解农村幸福院实践困境需要:以党建为引领,充分发挥党支部、党员在幸福院建设和运管中的作用;以幸福院建设为抓手,实现与脱贫攻坚、乡村振兴战略对接;加强对农村幸福院的认识,打造良好的养老、孝老、敬老社会环境;因地制宜,精准定位、科学管理;拓展服务内容,激发农村幸福院自身造血功能;整合资源,实现“医养”一体化设计与运管;关停并转、升级改造一批农村幸福院,鼓励创新发展。
In recent years,the state has introduced a series of policies around rural pensions to guide the construction and development of rural happy homes.But the crux of the problem is that a large number of them are idle or closed,failing to realize the original intention of the government.This is a major concern of the government,the entire society,and the elderly in the rural areas.Studies show that there are many typical problems in the operation of rural nursing homes,including separation of construction and use;unscientific planning and dislocation of supply and demand;singleness in content and form,lacking innovation;shortage of operating and management costs.The causes for them can be summarized as follows:following the trend blindly in construction without clear positioning;the impact of traditional old-age care concepts and poor facilities and equipment;weak collective economy of the village,lacking human and financial resources;high risk and responsibility in management and insufficient stimulation of social forces.To solve the above problems concerning rural happy homes,we put forward the following countermeasures:to bringing into full play the role of Party branches and Party members in the construction and operation of happy homes under the guidance of Party construction;starting from the construction of happy homes to achieve the integration of poverty alleviation and rural revitalization strategies;strengthening the understanding of rural happy homes and cultivating a good social environment in which the elderly can receive proper respect and filial piety;precise positioning and scientific management based on local conditions;expanding the service content to stimulating their own hematopoietic function;conforming resources to realize the integrated design and operation of“medical care and nursing”;shutting down and transferring,upgrading and transforming a batch of rural happy homes,and encouraging innovative development in running nursing homes in the countryside.
