摘要
数字经济政策是推动数字经济持续健康发展的制度动力,研究数字经济政策文本内容有助于明晰政策制定现状和后续改进方向.通过构建“工具-目标-效力”三维分析框架,运用内容分析法、PMC指数模型对我国国家层面30项数字经济政策进行量化研究.研究发现,现有政策在政策工具使用上不均衡,需求型工具使用较少;政策目标呈现重应用、轻基础等特点;政策效力整体良好.基于此,应通过合理配置政策工具,优化政策目标,强化政策效力机制推动数字经济顶层设计持续完善.
Digital economic policies promote the sustained and healthy development of digital economy.Studying the content of digital economy policy is helpful to clarify the current situation of policy formulation and the direction of subsequent improvement.A three-dimensional analysis framework of“tools-goals-effectiveness”was constructed,and internal analysis and PMC index models were used to analyze 30 digital economy policies at the national level.It turned out that the use of policy tools in digital economy policies at the national level was significantly uneven,and demand-based tools are less used.The phenomenon of emphasizing foundation and neglecting application is manifested in the use of policy objectives.The overall policy effectiveness was at a good stage.Based on this,the top-level design of the digital economy needs to be continuously improved through rational allocation of policy tools,optimization of policy objectives,and strengthening of policy effectiveness mechanisms.
