摘要
为有效简化社区体育服务治理流程,降低社区体育服务治理成本,提供社区体育服务精准治理方案,通过文献资料调研、逻辑分析等方法对社区体育服务智慧治理体系进行研究。研究认为,社区体育服务智慧治理体系框架主要包括目标体系、保障体系、支撑体系、内容体系和设施体系。体系结构包括用户使用场域、体育服务场域、感知控制场域、目标对象场域、信息互换场域和管理运维场域。主体功能包括实现精准识别、优化规划设计、加强交流合作、辅助协商决策和科学监管评价。运行过程分为数据采集与处理过程、多元协商与决策过程和综合管控与服务过程。当前我国社区体育服务智慧治理体系发展的制约因素主要包括数字化转型制约因素、信息安全制约因素、数字鸿沟制约因素、信息孤岛制约因素和区域失衡制约因素。推进我国社区体育服务智慧治理体系不断发展,需要1)软件建设与硬件建设相结合,切实解决数字化转型困境;2)技术创新与实践监控相结合,不断强化治理信息安全;3)专项投入与加强培训相结合,逐步破解数字鸿沟难题;4)横向协同和纵向打通相结合,稳步消除信息孤岛现象;5)长效机制与特殊手段相结合,不断推进城乡均衡发展。
To effectively streamline the governance process of community-based sports services,reduce the cost of governance,and provide precise governance solutions for community-based sports services,a research study has been conducted using literature resources,logical analysis,and other research methods.The researcher argued that a smart governance system of community-based sports services consists of five subsystems:an objective subsystem,a support subsystem,a subsystem of pillars,a content subsystem,and a facility subsystem.The governance system involves user application domain,sports service domain,perception and control domain,target domain,information exchange domain,and operation and maintenance domain.Its major functions are precise identification,plan and design optimization,communication and collaboration enhancement,negotiation and decisionmaking assistance,and scientific supervision and assessment.The operational process encompasses data collection and processing,multi-party negotiation and decision-making,and comprehensive management and service.Currently,the development of the smart governance system for community-based sports services in China is constrained by various factors,including digital transformation constraints,information security constraints,digital divide constraints,information silo constraints,and regional imbalance constraints.To advance the continuous development of the smart governance system for community-based sports services in China,1)development of both software and hardware is needed to effectively address the challenges of digital transformation;2)technological innovation should be integrated with monitoring of practice to strengthen governance of information security;3)special funds and enhanced training should be in place to overcome the digital divide;4)horizontal coordination and vertical opening are necessary to steadily resolve information silos;5)additionally,a combination of long-term mechanisms and special approaches is essential to promote balanced urban-rural development
