摘要
详细规划是国土空间规划体系的重要组成部分,以控制性详细规划(简称“控规”)为代表的详细规划实施三十多年(1)积累的理论和实践经验,对当前详细规划的改革具有较强的指导和借鉴意义。文章回顾了武汉控规“编管一体化”的经验,着重分析新时期详细规划制度建设面临的难点和问题,并深入剖析武汉市详细规划管理在践行新理念、优化规划编制、推进新旧转换及机制建设等方面的思考和探索。
Detailed planning plays a crucial role in the territorial spatial planning system.This research concludes that the theoretical and practical experience gained over the past 30+years of implementing detailed regulatory planning has substaintial instructive and referential value for the current reform in this area.The study reviews the experience of"integration of planning and management"in Wuhan.It focuses on the difficulties and challenges of establishing a detailed planning system in the new era.It also examines the efforts made in Wuhan towards implementing innovative concepts,optimizing planning preparation,transitioning from old to new systems,and establishing an effective mechanism for detailed planning management.
