摘要
现阶段职业本科教育外部生态正处于“新旧转换、碰撞冲突、空白断档”等问题集中存在的阶段,不能完全适应类型定位要求、不能充分匹配职教内涵需求、不能全面满足层次高移诉求,存在“外部生态导致内涵损耗”的风险。职业本科教育外部生态治理应坚持“政府统筹、政策引领、立破并举、稳中求进”基本原则,运用“去芜、存精、鼎新、补缺”技术手段,全面落实“不同类型、同等重要”战略定位,有力拓宽“招生入口、毕业出口”两个关键通道,系统构建“准入调控、多元办学、错位竞争”三个重要机制,以“根本问题、敏感环节、关键领域”突破引领带动外部生态整体好转。
At present,the external ecology of vocational undergraduate education is in the stage of concentrated existence of prob-lems such as"transformation between the old and the new,collision and conflict,gap and disconnection".It cannot fully meet the re-quirements of type positioning,fully match the connotation needs of vocational education,and fully meet the demands of high-level shift.There is a risk of"connotation loss caused by external ecology".The external ecological governance of vocational undergradu-ate education should adhere to the basic principle of"government overall planning,policy guidance,simultaneous development of construction and destruction,and seeking progress while maintaining stability",and use the technical means of"discarding dross,se-lecting essence,strengthening innovation and filling vacancies",fully implement the strategic positioning of"different types and equal importance",effectively broaden the two key channels of"entrance of enrollment and exit of graduation",systematically build three important mechanisms of"access regulation,diversified school running and misplaced competition",and drive the overall im-provement of the external ecology with the breakthrough of"fundamental problems,sensitive links and key fields".
