摘要
产业兴旺是乡村振兴的重点。基于区域经济学的相关理论分析,提出产业兴旺需要经历3个阶段发展模式,即资本积累螺旋、产业聚集螺旋和产业兴旺螺旋。在理论分析的基础上,进一步提出乡村产业兴旺存在的诸多现实困境,如政策设计与政策执行、资本引入与道德风险、人口流失与经济发展、产业规模与资源约束,资产投入与财政持续性等。并分别从理论端、监督端、人口端、实践端、科技端等提炼产业兴旺的纾解路径,以期为乡村产业发展提供可行的思路与建议。
Industrial prosperity is crucial to rural revitalization in China.Through the analysis based on the relevant theories in regional economics,this paper holds that industrial prosperity needs to go through three stages of development:the spiral of capital accumulation,the spiral of industrial agglomeration,and the spiral of industrial prosperity.Based upon the theoretical analysis,it further identifies various practical difficulties in realizing the rural industrial prosperity,including the policy design and implementation,the capital infusion and moral risks,the population outflow and economic development,the industrial scale and resource constraints,the asset investment and fiscal sustainability.It finally proposes some solution approaches for realizing the rural industrial prosperity from the theoretical,supervisory,demographic,practical,and technological perspectives,aiming to provide feasible ideas and suggestions for the rural industrial development in China.
