摘要
推动全体人民共同富裕是中国式现代化的发展目标,而区域间人力资本均衡发展是实现共同富裕的重要保证。从理论机理层面剖析,公共服务、人力资本和共同富裕之间存在着正向递进的关联逻辑。高水平公共服务有助于促进人力资本存量的积累和质量的提升。对长三角三省一市连续11年的测度检验发现,多个公共服务要素投入对人力资本水平产生影响,人力资本的提升和均衡发展对地区共同富裕水平具有积极的推进效应。因此,从优化公共服务投入等方面推动人力资本的合理配置,是促进人力资本区域均衡、实现共同富裕的有效路径。
The pursuit of common prosperity for all individuals is a key objective of China’s modernization,and achieving balanced development of human capital across regions is an important prerequisite for attaining this goal.This study explores the correlation among public service,human capital,and common prosperity from a theoretical mechanism analysis perspective.It posits that there exists a progressive correlation logic between these factors,whereby a high level of public service fosters the accumulation and enhancement of human capital.Through a measurement test conducted over 11 consecutive years in the Yangtze River Delta region's three provinces and one city,it was found that the inputs of various public service elements had an impact on the level of human capital.Conversely,the improvement and balanced development of human capital positively promoted regional common prosperity.Consequently,promoting the rational allocation of human capital through optimizing public service inputs emerges as an effective approach for fostering regional human capital balance and achieving common prosperity.
