摘要 生活垃圾焚烧发电厂的生产工艺复杂,生产设备、设施和原料种类繁多,操作人员的素质参差不齐,导致生活垃圾在卸料、发酵、焚烧、烟气净化、污水处理、能量转化发电及设备检修等方面的安全管理存在诸多安全风险,且安全风险的高低不同;构建安全风险分级管控与事故隐患排查治理“双重预防机制”是《安全生产法》赋予企业的一项安全生产主体责任。安全风险分级管控是构建“双重预防机制”的第一步,是防范安全风险转变成事故隐患的有效措施,是预防安全生产事故的重要途径,是提升企业安全管理水平的重要手段。因此,对生活垃圾焚烧厂的安全管理风险进行分析和控制研究,对提升生活垃圾焚烧发电行业的安全风险防范能力和预防安全生产事故具有重要意义。 The production process of domestic waste incineration power plant is complex,the production equipment,facilities and raw materials are diverse,and the quality of operators is uneven,which leads to many safety risks in the safety management of domestic waste in discharge,fermentation,incineration,flue gas purification,sewage treatment,energy conversion and power generation,equipment maintenance and other aspects,and the safety risk is different.Building the“double prevention mechanism”of safety risk classification control and accident hidden danger investigation and management is a main responsibility of safety production given to enterprises by the“Safety Production Law”.Safety risk classification control is the first step to build the“double prevention mechanism”,is an effective measure to prevent safety risks from transforming into accident hidden dangers,and is an important way to prevent safety production accidents.It is an important means to improve the level of enterprise security management.Therefore,the risk analysis and control research of domestic waste incineration plant safety management is of great significance for improving the safety risk prevention ability of domestic waste incineration power generation industry and preventing safety production accidents.
