摘要 为我国农林生物质资源丰富,农林生物质作为可再生能源,越来越多机构研究它的利用并投入生产。农林生物质发电是目前针对农林生物质的利用最广泛的一种方式,自2006年至今发展,农林生物质发电规模已达千万千瓦规模,但是农林生物质发电目前还很大程度依赖国家补贴(0.75元/kwh)生存。本文先介绍中国可再生能源的发展、生物质能的发展、农林生物质发电的发展,然后梳理了农林生物质发电厂管理的重难点,从安全管理、环境管理、职业健康管理、燃料管理、两票三制、技改大修等方面进行介绍,以求提高农林生物质发电厂运营管理水平,安健环综合管理体系是农林生物质发电厂健康稳定发展的重要保障,燃料管理是农林生物质发电厂实现效益的重要环节,两票三制管理和技改大修管理是农林生物质发电厂实现设备可持续发展和保障现场安全的重要保障。另外,“双碳”的提出进一步促进了可再生能源发展和研究,希望本文对农林生物质发电厂运营管理、农林生物质的进一步资源化利用、碳减排等的研究能有所帮助。 China is rich in agricultural and forestry biomass resources.As a renewable energy,more and more institutions study its utilization and most already in production.Agricultural and forestry biomass power generation is currently the most widely used way for agricultural and forestry biomass,since 2006,the scale of agricultural and forestry biomass power generation has reached 10 million kilowatts in China,but agricultural and forestry biomass power generation is still largely dependent on state subsidies(0.75 yuan/kwh)to survive.This paper first introduces the development of renewable energy,biomass energy power generation,agricultural and forestry biomass power generation in China,and then sorts out the major and difficult points in the management of agricultural and forestry biomass power plants from the aspects of safety management,environmental management,occupational health management,fuel management,two-vote three-way system,technical reform and overhaul and so on,in order to improve the operation and management level of agricultural and forestry biomass power plants.Safety and environment integrated management system is an important guarantee for the healthy and stable development of agricultural and forestry biomass power plants,fuel management is an important link for agricultural and forestry biomass power plants to achieve benefits,two-vote three-system management and technical reform and overhaul management are an important guarantee for agricultural and forestry biomass power plants to achieve sustainable development of equipment and ensure site safety.In addition,the proposal of“dual carbon”has further promoted the development and research of renewable energy,and it is hoped that this paper will be helpful to the research of operation management of agricultural and forestry biomass power plants,further resource utilization of agricultural and forestry biomass,and carbon emission reduction.
