面向经济高质量发展的中国全要素生产率演变:要素投入集约还是产出结构优化 被引量:10

摘要 从要素投入和产出结构的互动视角来剖析全要素生产率演变,有利于促进要素投入集约和产出结构优化的有机协同,加快释放全要素生产率的“结构红利”和“技术动力”,促进经济高质量发展。为此,本文考虑经济增长、结构优化、社会公平和环境协调等多重诉求,尝试构建面向经济高质量发展的全要素生产率研究框架,提出两期修正混合距离Luenberger生产率指数,从要素投入集约和产出结构优化的双重效应分解视角来揭示中国全要素生产率演变来源和协同差异。研究发现:中国全要素生产率增长通过技术进步单轮驱动,其中产出优化效应贡献较大,以“发展平衡—产出增长—污染治理”的贡献依次递减,而投入集约效应以“环境建设—能源—劳动—数据—资本”的贡献依次递减。2013年和2016年是南北全要素生产率差距由扩大到小幅缩小的重要节点,北方投入集约效应较大,南方则以产出优化效应为主,且其数据要素贡献更大。中国全要素生产率协同差异不断缩小,来自投入集约效应的差异贡献较大,且环境建设和数据的差异贡献不断上升。南北方协同差异相近,但北方主要来自能源集约效应和污染治理效应的差异贡献,而南方则以环境建设、劳动和数据要素等投入集约效应和发展平衡效应的差异贡献为主。 The 2Oth National Congress report of the CPC emphasizes the pivotal role of enhancing total factor productivity(TFP)and promoting high-quality economic development as crucial components of China's modernization process.Accordingly,the investigation of effective pathways to unlock the‘structural dividend"and"technological drive"of TFP in line with the multiple demands of high-quality economic development has both theoretical and practical significance.In this context,this study proposes a comprehensive research framework for TFP centered on the pursuit of economic excellence.Furthermore,a two-stage modified-Epsilon-Based Measure(MEBM)and Luenberger productivity index are introduced,enabling a systematic analysis of the mechanisms underlying the impact of input expansion and output structural adjustments on TFP.By adopting a dual perspective that decomposes the effects of input intensification and output optimization,this study aims to elucidate the evolving sources and regional disparities of TFP in China and its northern and southern regions.The findings of this study are as follows:First,TFP in China exhibits a growth pattern primarily driven by technological progress,with a relatively larger contribution from output optimization effects.Specifically,the contributions follow a sequence of"balanced development,output growth,and pollution control,"while the sequence of input intensification effects is"environmental construction,energy,labor,data,and capital."The environmental construction,labor,and energy sectors have experienced significant advancements in technological progress.Second,TFP in both the northern and southern regions of China has had a steady improvement,although with emerging regional disparities,since 2013,followed by a slight reduction since 2016.The observed input intensification effects manifest a""higher in the north,lower in the south"characteristic,where environmental construction,labor,and energy inputs play prominent roles.Moreover,the contribution of data intensification effects is more
