摘要
高质量发展壮大村社集体经济是全面推进乡村振兴和实现农民农村共同富裕的重要途径。本文基于成都崇州市城乡融合发展实践创新,通过构建以“共有—共建—共治—共享”为体系的村社集体经济共同体促进农民农村共同富裕分析框架,比较分析了不同主体主导下的村社集体经济共同体促进农民农村共同富裕的运作模式、实现机制及其经验镜鉴。研究发现,不同主体主导下的村社集体经济共同体在对接农户需求和国家社会资源能力上各具特色,且有利于盘活农村集体资源、强化村社集体与农户之间的利益联结来实现村社治理现代化。受村社资源禀赋的差异性,其运营主体总体上呈现“村社党支部主导→村社能人(企业)主导或与村社党支部共建→乡镇政府统筹协调”的演进趋势。村社集体经济共同体通过产权共有机制、共建共治机制、利益共享机制等实现乡村资源整合、产业兴旺和治理有效。为此,地方政府需要进一步深化村社集体经济产权“共有制+分配制”改革,增强村社集体资源整合与组织保障能力,强化村社集体“共建共治”人才培育,优化村社集体经济运营管理与利益共享机制,统筹好各方利益“平衡账”,助力农民农村共同富裕。
High quality development and expansion of the village collective economic community is an important way to comprehensively promote rural revitalization and achieve common prosperity of farmers and rural areas.Based on the practice and innovation of urban and rural integration development in Chongzhou City of Chengdu,this paper compares and analyzes the operation mode,realization mechanism and experience of the village collective economic community under the leadership of different entities to promote the common prosperity of farmers and rural areas by building the analytical framework of the village collective economic community to promote the common prosperity of farmers and rural areas with the system of “common ownership-joint construction-common governance-sharing”.The study finds that the village collective economic communities under the leadership of different entities have their own characteristics in meeting the needs of farmers and the capacity of national social resources,and are conducive to invigorating rural collective resources and strengthening the interest linkage between village community and farmers to achieve the modernization of village community governance.Due to the diversity of village community resource endowments,the operation entity generally presents the evolution trend of “village community party branch leading → village community elite(enterprise)leading or co-constructing with village community party branch → township government coordinating as a whole”.The village collective economic community realizes the integration of rural resources,industrial prosperity and effective governance through the mechanism of joint ownership of property rights,co-construction and co-governance,and benefit sharing.To this end,local government needs to further deepen the reform of the “co-ownership+distribution system” of the collective economic property rights of village communities,strengthen the capacity of village collective resources integration and organizational security,strengthe
