摘要
随着矿业权出让制度改革的不断深入,矿业权竞争性出让全面推进。选取某拟出让矿业权作为研究对象,通过对出让风险进行分解,构建评价指标体系,采用层析分析-模糊综合评价联合方法对指标体系进行分析研究。结果表明,出让前风险事件发生概率为“偶尔发生”,一旦发生,损失程度为“严重”;出让中风险事件发生概率为“罕见”,一旦发生,损失程度为“严重”;出让后风险事件发生概率为“可能发生”,一旦发生,损失程度为“严重”。从发生概率来看,出让后风险事件发生概率较出让前和出让中更大,因此应着重预防出让后风险。对关键风险事件提出了简要对策建议。
With the continuous deepening of the reform of the mining rights transfer system,the com-petitive transfer of mining rights has been comprehensively promoted.A proposed transfer of mining rights is selected as the research object.By decomposing the transfer risk,the evaluation index system is construct-ed,and the index system is analyzed and studied by the combined method of analytic hierarchy process and fuzzy comprehensive evaluation.The results show that the probability of risk events before the transfer is'oc-casional',and once it occurs,the degree of loss is'serious'.The probability of risk events in the transfer is'rare',and once it occurs,the degree of loss is'serious'.The probability of occurrence of risk events after the transfer is'may occur',and once it occurs,the degree of loss is'serious'.From the probability of occur-rence,the probability of risk events after the transfer is greater than that before and during the transfer,so we should focus on preventing the risk after the transfer.Brief countermeasures and suggestions are put for-ward for key risk events.
