摘要
职教高考政策文件、法律法规和地方条例等为实施职教高考制度提供了顶层设计,明确了职教高考的改革方向。通过文本分析的方式探索职教高考制度的演进逻辑、政策逻辑和现实逻辑,可以发现:高等职业教育考试招生制度的发展始终伴随着教育内外部关系的相互作用,包括教育与社会发展的时代性、复杂性、多样性和不确定性;职教高考制度为职业本科教育开辟了新的人才选拔赛道,再次激活了职业教育的新动能,符合当前国家基本政策导向;建立与普通高考并行的职教高考制度是高等职业教育适应新时代社会发展新要求的必然举措。深入高职院校访谈学院领导、招办主任、教师、学生等群体,可以发现当前职教高考在实施过程中仍存在普职界限不分明、选才效率提升不明显、技能考试实施方式不科学、动态跟踪不持续等问题。完善我国职教高考制度,需要从政府、市场、学校、个体等四个维度着手,采取提高职教高考资源配置、建立市场与职教高考的伙伴关系、形成技能创新与人才选拔的多重互动、改变学生和家长对职业教育的认知偏见等优化策略。
The policy documents,laws,and regulations for vocational education college entrance examination provide the top-level design of implementation and clarify the reform direction of the examination.This study used textual analysis to explore the evolution,policy,and reality logic of vocational education college entrance examinations.The development of the vocational education college entrance examination and enrollment system is accompanied by the interaction of internal and external education relations,including the time,complexity,diversity,and uncertainty of education and social development.The vocational college entrance examination system opens up a new talent selection track for vocational undergraduate education and reactivates the new dynamic energy of vocational education.Establishing a parallel vocational college examination system with the general college entrance examination is a new requirement for higher vocational education to adapt to the change and improvement of vocational education in the new era.In-depth interviews with college leaders,admissions directors,teachers,students,and other groups in higher vocational colleges revealed that the current implementation of the vocational education college entrance examination still has unclear boundaries for general occupations,the improvement of talent selection efficiency is not apparent,and the performance of skills examinations is unscientific and the lack of sustainable development.Systematic adjustment strategies such as improving the resource allocation of vocational college entrance examination,establishing a partnership between the market and vocational college entrance examination,forming multiple interactions between skill innovation and talent selection,and changing students'and parents'cognitive bias towards vocational education are proposed from four dimensions,including government,market,schools,and individuals.
