摘要
新高考制度的变革过程既高度凝聚了社会发展的共同愿景,又时刻牵动着中国每一个家庭的真实"心声"。从教育制度改革的初衷来看,"公平与效率"的权衡难题,始终是新高考改革致力于破解的根本困局。在制度变革过程中,"公平与效率"这对"矛盾体"所依存的具体语境也十分复杂。因此,文章不仅需要回溯到高考制度改革的脉络中,深入省思其在改革策略、改革方式及改革内容等方面的以"公平与效率"为核心的具体探索过程,还需要聚焦新高考制度的未来发展走向,在"公平与效率"的价值视域下,对新高考改革所面临的变革困局进行一定的反思;最后将致力于从多维制度变迁的视角、从教育价值理性的立场、从人才分流和分类高考的愿景、从教育路径革新的目标以及从培育"整全人才"的战略等出发,合力寻求新高考制度改革中的"公平与效率"困局的"破解之道"。
The reform process of the new college entrance examination system not only highly embodies the common vision of social development, but also constantly affects the real "aspiration" of every Family in China. From the perspective of the original intention of the education system reform, the difficult balancing problem of "fairness and efficiency" has always been the fundamental dilemma of the new college entrance examination reform. However, in the process of institutional reform, The specific context on which fairness and efficiency as the "contradictions" depend is also very complicated. Therefore, this paper not only needs to go back to the context of the reform of the college entrance examination system, and think deeply about the specific exploration process with "fairness and efficiency" as the core in the strategy, method and content of reform, but also focus on the future development trend of the new college entrance examination system and reflect on the reform dilemma faced by the new college entrance examination reform from the perspective of "fairness and efficiency". Finally, this paper will be committed to jointly seek to break the dilemma of "fairness and efficiency" in the new college entrance examination reform from five different angles,which are the angle of multidimensional system vicissitude, the rational standpoint of educational value, the vision of talent shunt and different selection of the college entrance examination, the goal of educational path innovation and the strategy of cultivating "the complete talents".
