摘要
在构建以国内大循环为主体、国内国际双循环相互促进的新发展格局中,高质量利用外资具有重要意义。从理论逻辑看,基于马克思再生产理论和资本循环理论,高质量利用外资能够促进国内大循环的平衡与稳定,强化国际循环的通畅与升级,促进国内国际双循环相互促进。从实践经验看,高质量外资通过经济助力、产业赋能、技术溢出、制度优化等途径深度参与国内大循环,同时通过外贸促进、金融协同有效促进国际循环。但是,我国仍面临外资区域结构与产业结构失衡、大国政治博弈和科技封锁加剧、国际引资竞争日趋激烈等现实挑战。应当在产业政策上引导高质量要素集聚,在区域政策上推进跨区域引资协同,在营商环境上搭建全方位服务体系,在平台载体上推进高水平对外开放,在行政规制上夯实负面清单与安全审查保障,从而助力我国在“双循环”新发展格局下实现高质量利用外资。
High quality utilization of foreign investment is of great significance in the construction of a dual circulation with domestic circulation as the main body and domestic and international double circulation promoting each other.From a theoretical logic perspective,based on Marx's reproduction theory and capital cycle theory,high-quality utilization of foreign investment can promote the balance and stability of the domestic circulation,strengthen the smoothness and upgrading of international circulation,and promote mutual promotion of domestic and international dual circulation.From practical experience,highquality foreign investment deeply participates in the domestic circulation through economic assistance,industrial empowerment,technology spillovers,and institutional optimization,while effectively promoting international circulation through foreign trade promotion and financial coordination.However,China still faces practical challenges such as imbalanced regional and industrial structures of foreign investment,intensified political and technological blockades among major powers,and increasingly fierce international competition in attracting investment.We should guide the agglomeration of high-quality factors in industrial policies,promote cross regional cooperation in attracting investment in regional policies,build a comprehensive service system in the business environment,promote high-level opening up on the platform carrier,and consolidate the negative list and security review guarantee in administrative regulations,so as to help China achieve high-quality utilization of foreign investment under the dual circulation of new development paradigm.
