摘要 党的二十大报告明确提出要建设现代化产业体系,推进新型工业化,加快建设制造强国。新时代产业结构的升级必然对人才结构提出新的要求,具备应用研究能力和应用实践能力的复合型人才备受用人单位欢迎,扩大应用型人才培养规模是有效破解人才培养与就业市场需求两张皮的有效途径。在经济社会转型背景下,应用型人才需求无论在数量上还是质量上都提出了更高的要求,而应用型高校“双师型”师资培养是加强应用人才培养的重要保障,意义重大。相关部门虽然对“双师型”师资培养提出了明确方向,但针对应用型高校“双师型”师资内涵缺少具体的界定,标准没有具体细化,利益机制缺失。教育界对“双师型”的要求也在不断变化,由“双证书”“双职称”向“双素质”“双能力”发展。现有“双师型”师资培养机制忽略了政府功能发挥,从应用型高校“双师型”师资的内涵、现状、困境以及培养机制等方面进行分析,根据三螺旋理论,探索政府、企业、高校在“双师型”师资培养过程中的不同角色定位,构建应用型高校“双师型”师资培养机制。 In the report to the 20th National Congress of the Communist Party of China,it is clearly proposed to build a modern industrial system,to promote new industrialization,and to accelerate the construction of a manufacturing power.The upgrade of the industrial structure in the new era will inevitably put forward new requirements for the talent structure.Compound talents with applied research and practice ability are more welcomed by employers.Therefore,expanding the scale of applied talent training is an effective way for talent training to meet the demand of the employment market.In the context of economic and social transformation,the demand for applied talents has put forward higher requirements in terms of quantity and quality,and the cultivation of“double-qualified”teachers in applied universities is an important guarantee for strengthening the training of applied talents and has significance.Although the relevant departments have proposed a clear direction for the training of“double-qualified”teachers,the connotation of the“double-qualified”teachers in applied universities lacks specific definitions,the standards are not detailed and the interest mechanism is lacking.The education community’s requirements for the“double-qualified”teachers are also constantly changing,from“dual-certificates”and“dual-professional title”to“double-quality”and“double-ability”.The existing“double-qualified”teacher training mechanism has ignored the government’s role.This paper analyzes the connotation,current status,dilemma,and training mechanism of the“double-qualified”teachers in applied universities.According to the triple helix theory,the different roles of the government,enterprises,and universities in the process of“double-qualified”teacher training are designed to build a“double-qualified”teacher training mechanism in applied universities and colleges.
