摘要
为促进中国足球深化改革,规范职业足球联赛发展,保障联赛公平竞赛环境,运用文献资料法和逻辑分析法,系统回顾中国足球职业联赛裁判员公平执裁体系的架构与完善的发展脉络。在综合考虑我国职业足球治理政策环境、裁判员发展现状、裁判员发展动向的基础上,提出中国足球职业联赛裁判员公平执裁体系的优化路径。研究认为:中国足球职业联赛裁判员公平执裁体系的架构与完善历经了本土黑哨治理、外籍裁判引入、职业裁判初探三个方面的挑战与应战。同时,分析了当前推动裁判员行业职业化、职责细化的政策环境,归纳了本土裁判日趋年轻化、外籍裁判优势逐步弱化、职业裁判制度成效初显的发展现状和与国际水平对标的发展动向。最后,提出优化路径:明确路径方向,坚持政府主导总基调;突出统筹协调,完善裁判员选拔体系,从源头上选拔和培养优秀裁判员;强调规范多元,构建裁判员评价体系,在过程中考核与评价裁判员;守好公平底线,重视裁判员监督体系,从制度上预防和降低裁判员“组团”形成小圈子。
In order to deepen the reform of the Chinese football,to regulate the development of the professional football leagues,and to ensure a fair competition environment in the league,literature review and logical analysis were used to study the structure and improvement of the fair officiating system.Based on a comprehensive analysis of the governance policy environment of the professional football,the current development status of referees,and the development trend of referees,this paper proposed an optimization path for the fair officiating system.It could be seen that the improvement of the system encountered governance on the unfair calls,introduction of the foreign referees,and training of local professional referees.The current policy environment promoting the professionalization of the referee industry and the refinement of responsibilities was analyzed.The local referees became younger,the advantages of foreign referees weakened,and the effectiveness of the professional referee system was seen.The system benchmarked the international standards.To optimize the system,it was needed to follow the correct direction,to adhere to the government leadership,to highlight the overall coordination,to improve the selection for referees,and cultivate excellent referees from the beginning,to emphasize diversified standardization,to construct an evaluation system for referees,to adopt process evaluation system,to adhere to fairness,attach importance to referee supervision system,and prevent the formation of tightly knit group of referees through institutional measures.
