摘要
村级权力监督有效性可以从三个层级加以阐释:从形式有效到程序有效,再到治理有效,其关键在于实现公共权力的规范运行和公共利益的优化增量。基于武义县“有效监督”的实践分析,其在监督机制、监督主体、监督体系、监督模式、监督技术等层面实现转向,推进了村级权力监督效能的整体提升。村级权力监督改革的方向具体应体现在四个方面:村级权力监督与治理有效相统一,村级权力监督的组织、意识与能力相统一,村级权力监督标准化与差异化相统一,村级权力监督的价值和技术相统一。
The effectiveness of village-level power supervision can be explained from three levels:from effective form to effective procedure,and then to effective governance.The key lies in the realization of the standardized operation of public power and the optimization of public interest increment.Recently,Wuyi has focused on“effective supervision”and realized the transformation in the aspects of supervision mechanism,supervision subjects,supervision system,supervision mode and Supervise technology,which promoted the overall improvement of the power supervision efficiency at the village level.The direction of village-level power supervision reform should be embodied in four aspects:namely,the integration of village-level power supervision and governance efficiency,the integration of village-level power supervision organization,consciousness and ability,the integration of villag-elevel power supervision standardization and differentiation,and the integration of village-level power supervision value and technology.
