摘要
重塑全国性单项体育协会职能是深化后脱钩时代体育行业协会政社脱钩改革的关键。通过分析脱钩改革前后全国性单项体育协会职能变迁脉络,对其职能定位进行多维剖析,首次提出后脱钩时代全国性单项体育协会的职能体系与职责范围。研究认为,脱钩改革前,全国性单项体育协会职能源自于政府授权“赋能”,协助政府管理各运动项目成为其基本职能。脱钩改革后,全国性单项体育协会的应然与实然职能逐渐并合,兼顾行业发展与政府需求成为其职能变迁的主导方向。准确把握后脱钩时代全国性单项体育协会的职能,需将协会定位在本质属性、法律法规政策、政府授权、学术认知等方面进行多维度分析,并通过协会章程予以体现。后脱钩时代全国性单项体育协会包括服务、自律、建设、协调、代表和维护六大基本职能,并交汇体现在具体的职责范围内。
Rebuilding the function of National Individual Sports Association is the key to deepen the reform of sports system in the post-decoupling era.This paper analyzes the law of functional changing of National Individual Sports Association,and analyzes the functional orientation from a multi-dimensional perspective.It revealed the functional system and duty scope of National Individual Sports Association in the post-decoupling era.Before the decoupling reform,the function of the National Individual Sports Association originated from"Empower",and assists the government to manage sports as a basic function.After the decoupling reform,the function of National Individual Sports Association is gradually merged with the actual function,and the leading direction of the function is to take into account the development of the industry and the needs of the government.To accurately grasp the function of the National Individual Sports Association in the post-decoupling era,it is necessary to analyze the orientation of the association in four dimensions,they are essential attribute,laws,regulations and policies,government authorization and academic cognition,and finally reflected through the Articles of association.In the post-decoupling era,the functions of National Individual Sports Association include:service,self-discipline,construction,coordination,representation and maintenance,and these functions will converge within specific areas of responsibility.
