摘要
单项体育协会改革已然成为我国体育事业发展的重点工作之一。研究从单项体育协会改革的核心要义、关键转型和执行监管等维度探讨其改革发展的本质,据此提出当下体育协会实体化的实施策略和未来展望。研究发现,单项体育协会改革的核心要义是权力属性的变迁,其本质是体育领域国家公权力向社会公权力的回归,其中国家队奥运备赛等权力属性仍存在特殊性;社会公权力回归的前提下,体育协会改革关键是要处理好法人由“虚”到“实”、决策由“行政”向“组织”、业务由“项目竞技水平提升”向“构建全生命周期”的关键转型;在权力属性确定的情况下,需要将纪检、监察和监管的主体和客体进行适配,强化3种形态的改革监督。单项体育协会改革可以从完善监察体系、全过程人民民主推进、多元协同治理等视角加强协会改革实施,最终构建体育事业高质量发展下的赛事新体系、业务新业态、数字新动能、治理新模式,推动构建全新的中国式体育协会实体化模式,进而为推进实现中国式现代化贡献体育力量。
The substantial reform of individual sports associations has become a key link in the reform and development of China’s sports industry.This paper discusses the essence of the reform and development of individual sports associations from the perspectives of the core meaning,key transformation and implementation supervision of the reform of individual sports associations,so as to put forward the implementation strategies and future prospects of the current association substantiation.Through the research,it is found that the core of the reform of individual sports events associations is the change of power attributes,and its essence is the return of national public power to social public power in the sports field.Among them,the national team’s preparation for the Olympic Games still has its particularity.On the premise of the return of social public power,the key to the reform of the association is to handle the key transformation of the legal person from“virtual”to“real”,of the decision-making from“administrative”to“organizational”,and of the business from“improving the level of sports competition”to“building a full life cycle”.When the power attribute is determined,it is necessary to adapt the subject and object of discipline inspection and supervision,and strengthen the three forms of reform supervision.The substantial reform of individual sports associations can strengthen the implementation of association reform from the perspective of improving the supervision system,promoting people’s democracy in the whole process,and adopting multiple coordinated governance.Finally,we will promote the construction of a new Chinese style sports association entity model by building a new system of events,a new business format,a new digital kinetic energy,and a new governance model under the high-quality development of sports,and then contribute sports power to promote the realization of Chinese path to modernization.
