摘要
通过研究日本的功能性标示食品备案制度以及备案产品情况,为我国保健食品市场准入制度改革提供参考。比较研究日本的功能性标示食品备案制度与我国保健食品注册备案制度的异同。中日两国备案制度在政策导向与评价原则方面存在明显差异;在安全性依据、功能依据、信息公开等方面,日本功能性标示食品备案管理制度设计有很多可供研究借鉴之处。
To provide references for reform of health food market access system in China,the filing system and food products with function claims in Japan are studied.The differences of the laws and regulations of the filing system and food products with function claims between China and Japan is compared.There are significant differences between Japan and China on policy guidance and evaluation principle of supervision system.It is worth for reference in product information disclosure and the evaluation procedure of safety and function claim.
