摘要
人口老龄化进程的不断加快给我国养老服务体系带来巨大压力,推动养老服务实现高质量发展,对于更好地满足老年人多层次、多样化养老服务需求,实施积极应对人口老龄化国家战略,全面建设社会主义现代化国家具有重要意义。国际社会养老服务发展变迁的历程为我国养老服务发展带来诸多启示,我国应在充分借鉴瑞典的普惠式养老、英国的社区照护模式、美国市场主导下的大型养老社区建设、日本的介护保险制度等有益经验的基础上,进一步发挥政府的主导作用,加快建立多渠道、多层次、多途径的养老服务筹资体系,增强养老服务的多元社会化供给,加强人才队伍建设,发挥科技创新的推动作用,走出一条有中国特色的养老服务发展之路。
Population aging in China continues to accelerate,exerting enormous pressure upon China’s elderly care service system.In this context,promoting high-quality development of senior care services is of great significance for better meeting the multi-level and diversified care service demands of older people,implementing the national strategy of proactively responding to population aging,and comprehensively building a modern socialist country.Eldercare service development of other countries has brought many inspirations to China,which,by learning from Sweden’s all-inclusive senior care services,the UK’s community-based care model,Japan’s care insurance system and market-oriented construction of large-scale care communities in the US,should further play the leading role of the government and beef up its diversified social supply ability by developing a multi-channel,multi-level,and multi-path funding system of elderly care services.Besides,the Chinese government needs to build its workforce in the industry,encourage scientific and technological innovation,and embark on a road of care service development with Chinese characteristics.
